Master Plan, Veterans Affairs Long Beach Healthcare System
Long Beach, CA
Mission impossible.
Delivering a large-scale VA master plan in six months.
State-of-the-art care for our nation’s finest.
A vital part of the Long Beach community, the Veterans Affairs Long Beach Healthcare System (VAHLBS) provides healthcare for more than 50,000 military personnel and veterans and employs more than 2,200 full-time employees.

HED worked closely with engineering consultants, IMEG and Gibson Transportation to complete a large-scale master planning and site/space utilization study to verify existing conditions and identify needed improvements across VAHLBS’s 100-acre campus. Study activities included a detailed inventory and assessment of VAHLBS’s 50+ facilities and existing infrastructure.

Our work culminated in an in-depth, multi-phased Master Plan that provides a detailed report of current needs and offers a clear path forward for VAHLBS. Phase 1 contains an overview of all existing campus elements, while Phase 2 includes an analysis of our campus assessment as well as conceptual design. Informed by all previous work, Phase 3 outlines a five and ten-year master plan summary for the campus.

Multiple challenges intensified the already-complex planning and study process. Our team and partners were asked to deliver on an aggressive six-month schedule, and significant personnel transitions in the VA’s Engineering and Planning departments led to changes in the VA project team during work. Despite these challenges, HED’s excellent working relationships with our project partners and VA team members enabled the successful completion of all work within the VA’s tight schedule.

The resulting Master Plan will build upon VAHLBS’s ongoing renovation and development efforts; advance research and training; and support VAHLBS in continuing its 74-year legacy of delivering state-of-the-art care to our nation’s finest.
